Millar lives and works in Arlee, Montana. As a child and young adult, Millar traveled around Iran and Europe and later moved to Houston, Texas. In 1972, she moved to Montana and has worked as an independent artist, exhibiting regularly throughout the Northwest and intermountain West. She spent several decades in Missoula, where she continues to manage the Bruswick Building of studios for artists and writers. Millar has had solo exhibitions at the Missoula Art Museum; Carbon County Artists Guild, Red Lodge, Montana; Babcock Gallery, Amherst Virginia, Page Bond Gallery, Richmond, Virginia; and the brink gallery, Missoula, Montana. Her works are held in the collections of the Federal Reserve Bank of Northwest U.S., Minneapolis, Minnesota; the Jundt Art Museum, Spokane, Washington, Missoula Art Museum; Montana Museum of Art and Culture, University of Montana, Missoula; and Paris Gibson Square Museum of Art, Great Falls, Montana. She is represented by Page Bond Gallery in Richmond, Virginia. Millar is a descended from a line of artists and scientists. Her artwork incorporates a scientific, investigative approach. She works in series, matching various techniques and media, including gouache, encaustic, photography, and printmaking - with a particular theme or concept.
